Representative Policy Board

The Representative Policy Board (RPB) ensures municipalities throughout the region have a voice in important Aquarion Water Authority decisions. Through its representatives, the board participates in key approvals, appointments, and oversight responsibilities.

Board Membership and Voting Structure

The Representative Policy Board (RPB) is composed of one representative from each of the 59 municipalities in our region plus one member appointed by the Governor of Connecticut. The chief elected official of each municipality appoints an individual to the RPB, who is confirmed by the municipality's legislative body.

The RPB's votes are weighted based on a formula that considers the number of customers and the amount of land that is owned in each municipality.

Board Duties

The duties of the RPB are to:

  • appoint the five members to serve on the Aquarion Water Authority Board
  • approve land sales, rate increases, bond sales and any capital project with a cost in excess of $2 million
  • appoint the Office of Consumer Affairs as well as the external auditor
  • ratify the appointment of the chief executive officer

Board Members

Each municipality in the Aquarion service region is represented on the Representative Policy Board. The table below shows the appointed representative and voting allocation for each municipality.
